JFK and the Moon Race

In 1963, JFK wanted to convert war machine for peaceful purposes and turn “Apollo” Moon Race into a global cooperative effort

On September 20, 1963, President John F. Kennedy gave a speech at the United Nations that proposed converting the “moon race” to a cooperative venture with the Soviet Union. Imagine the puzzlement that potential alien life forms would experience if they ever come across the US flag planted on the moon. The symbols of the stars and stripes would be indecipherable to alien archeologists, a reason the astronauts should have left an Earth flag.

The change of approach on the moon race was part of a broader effort to turn off the Cold War, the reason JFK was removed from office. See James Douglass, "JFK and the Unspeakable: Why He Died and Why It Matters" (Orbis Books, 2008), one of the few books that even mentions that this policy shift was contemplated and then forgotten once LBJ took over.

Two months later, President Kennedy was removed from office in a de facto coup d’etat, one of the greatest shocks in U.S. history. JFK promised to scatter the CIA into a thousand pieces and the CIA scattered JFK into a thousand pieces. This event was probably the most important turning point in our society -- but too important to mention in polite conversation.

"Finally, in a field where the United States and the Soviet Union have a special capacity--in the field of space--there is room for new cooperation, for further joint efforts in the regulation and exploration of space. I include among these possibilities a joint expedition to the moon. Space offers no problems of sovereignty; by resolution of this Assembly, the members of the United Nations have foresworn any claim to territorial rights in outer space or on celestial bodies, and declared that international law and the United Nations Charter will apply. Why, therefore, should man's first flight to the moon be a matter of national competition? Why should the United States and the Soviet Union, in preparing for such expeditions, become involved in immense duplications of research, construction, and expenditure? Surely we should explore whether the scientists and astronauts of our two countries--indeed of all the world--cannot work together in the conquest of space, sending someday in this decade to the moon not the representatives of a single nation, but the representatives of all of our countries. ....

MEMORANDUM FOR
The Administrator, National Aeronautics and Space Administration
SUBJECT: Cooperation with the USSR on Outer Space Matters

I would like you to assume personally the initiative and central responsibility within the Government for the development of a program of substantive cooperation with the Soviet Union in the field of outer space, including the development of specific technical proposals. I assume that you will work closely with the Department of State and other agencies as appropriate.
These proposals should be developed with a view of their possible discussion with the Soviet Union as a direct outcome of my September 20 proposal for broader cooperation between the United States and the USSR in outer space, including cooperation in lunar landing programs. All proposals or suggestions originating within the Government relating to this general subject will be referred to you for your consideration and evaluation.
In addition to developing substantive proposals, I expect that you will assist the Secretary of State in exploring problems of procedure and timing connected with holding discussions with the Soviet Union and in proposing for my consideration the channels which would be most desirable from our point of view. In this connection the channel of contact developed by Dr. Dryden between NASA and the Soviet Academy of Sciences has been quite effective, and I believe that we should continue to utilize it as appropriate as a means of continuing the dialogue between the scientists of both counties.
I would like an interim report on the progress of our planning by December 15.
